michael farr was simply quoting a line from a talk dallin oaks gave back in the april 2004 general conference. the exact quote is: "Evil that used to be localized and covered like a boil is now legalized and paraded like a banner."
read it all here, in all its majesty: http://www.lds.org/ldsorg/v/index.jsp?vgnextoid=2354fccf2b7db010VgnVCM1000004d82620aRCRD&locale=0&sourceId=5d7cd9cbdb01c010VgnVCM1000004d82620a____&hideNav=1
"I am living out my life in my corner, taunting myself with the spiteful and useless consolation that an intelligent man cannot become anything seriously, and it is only the fool who becomes anything....A man ought to be pre-eminently a characterless creature; a man of character, an active man, is pre-eminently a limited creature." -Notes from the Underground, F. Dostoevsky
